2017 has seen some pretty good camera phones with dual sensors (lg/one plus etc.) but none has beaten the Samsung Galaxy s8's single sensor camera till now.
For best camera:
Budget no bar- Samsung Galaxy s8/s8+ (both have same camera (Sony IMX 260) with f 1.7 aperature, 12 MP, 26mm, phase detection autofocus, OIS, LED flash, 1/2.5" sensor size, 1.4 µm pixel size)
Mid range- one plus 5 (dual 16mp Sony IMX398+20 mp Sony IMX350 f1.7 aperature). The only thing it lacks is ois and the eis is not that good but considering the budget it has excellent quality.
Budget- Moto g5 plus (Sony IMX 362 )12 megapixel, f1.7, dual pixel PDAF, two tone LED flash, 4K30/1080p60/720p120 video, EIS)
1. iPhone X has an excellent camera but considering the fact that new iPhones are coming next month you should wait for them.
2. Same with Google pixel XL. New pixels coming in October.

3. Some might argue that all use Sony sensors so why not Sony xz premium. But the fact is camera sensor tells half the story, the real thing is the algorithm that process the picture/video after it is captured.
4. Samsung Note 8 is going to be announced on August last week with dual camera set up and according to previous track record of Samsung, it will be awesome.
So if you are in market for a camera centric smartphone wait till September, compare notes 8’s camera with iPhone 8’s camera and then purchase.
But if you need it now, go for one of above 3 according to your budget, you will be amazed.
